The 203 Project
The Town of Carrboro will host a public hearing Tuesday, September 4th on the 203 Project. Perkins + Will plan to present three schematics, one of which, “The Commons” is recommended for endorsement by the Board of Aldermen. The public hearing will take place at Town Hall at 7:30 pm and the public are encouraged to attend and provide comments. An overview of how parking is proposed as part of the construction on site and preliminary cost estimates will be provided. Information on how parking will be handled during construction is scheduled for the Board of Aldermen meeting on Monday, September 17th at 6:30 PM. Information on how parking for the new building users and those who presently park in the public parking lot at this location is anticipated to be presented at an October Board of Aldermen meeting. Details for each of these meetings will be available on the Town’s website www.townofcarrboro.org.
You may be asking, "What exactly is The 203 Project?"
This project will be the future home of the of the Town’s Recreation and Parks Department, the Orange County Southern Branch Library, the newly relocated ArtsCenter, WCOM and much more! The 203 Project is a combined effort that will offer a community based facility that will provide opportunities for education, art, and togetherness. This building will be accessible to all individuals and will enhance the quality of life in our area.

The agenda for these meetings will be tailored based upon the information gleaned from Workshops 1 & 2.
It might generally consists of:
- Project Scope and Process Overview Update
- Recap Stakeholder Workshop #2 Findings
- Program and Planning Scenario Presentation
- Storytelling through architecture and experience
- Parking + Mobility Strategy Update
- Project Progress Updates
Following the public workshops will be a series of public presentations to update stakeholders on the design process. The design team will work closely with the Project Steering Committee to schedule these presentations.

In 2016, the Town began actively exploring development of the existing parking lot at 203 S. Greensboro Street in response to a request from Orange County to locate the new Orange County Southern Branch Library there. After completing a study of Town facilities conditions and the need for future space, as well as hearing of other compatible users, interest in building new space for Town and related uses was identified.
Architectural Design Services Selection
The Town released a Request for Qualifications (RFQ) for professional architectural/engineering services for the 203 S. Greensboro Project on November 19th (Attachment A). Eight written responses were received by the December 5th deadline.
Consistent with the Development Agreement between the Town and Orange County (linked below), a staff panel was established to review the submittals and identify the top two design teams for consideration by the Board of Aldermen in early February.
