BOARD OF ALDERMEN MEETING SUMMARY


The Carrboro Board of Aldermen met on Tuesday, May 2, 2017. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes. Proclamations
Mayor Lydia Lavelle proclaimed May as “Bike Month” in Carrboro, NC. 

Thank You to University Ford of Chapel Hill
The Board of Aldermen adopted a resolution of thanks in recognition of University Ford.  The Carrboro Police Department received a donation of the use of a Ford fifteen passenger van from University Ford of Chapel Hill. University Ford will donate the use of a van for the Carrboro Police Summer Camp for teens, being held June 20 - 26, 2017. The summer camp is held to expose those who have an interest in law enforcement, to learn about the different roles of law enforcement officers and agencies in the triangle. This donation will allow the Police Department’s staff to transport participants of the camp safely to different education venues.

Appointments to Board of Adjustment and Carrboro Fire-Rescue Relief Fund Board of Trustees
The Board of Aldermen recommended that the Orange County Board of Commissioners appoint Will Heflin to the Joint Planning Transition seat on the Board of Adjustment and appointed F. Wayne Lacock to the Carrboro Fire-Rescue Relief Fund Board of Trustees.

Public Hearings Scheduled
The Board of Aldermen scheduled the public hearings for the 2017 Summer Streets and temporary street closing permit for the 2018 Not So Normal Run Festival for May 23, 2017 at 7:30 pm.

Amendment to the MLK Jr. Park Design Contract
The Board of Aldermen adopted an amendment to the contract to accommodate changes to the original scope to include conceptual design, additional public input meetings, and construction drawings associated with three potential layouts to include an intermediate/advanced pump track, along with a beginner level track, as follows:

  1. Show both the beginner and intermediate/advanced tracks on the newly acquired Shetley property and replace the pump track in the park with open space.
  2. Change the current park design to swap the playground and beginner level pump track. Place the intermediate/advanced level pump track in the Shetley property.
  3. Leave the beginner level pump track where it is currently shown in the park plans and place the intermediate/advanced level pump track in the Shetley property.

 
Presentation of Town Manager’s Recommended Budget for FY 2017-18
David Andrews, the Town Manager, presented the recommended budget for FY 17-18.  The document can be viewed at http://www.townofcarrboro.org/DocumentCenter/Home/View/4543. The public hearing for the budget is scheduled for May 23, 2017. Comments can be submitted via email to cdorando@townofcarrboro.org
 
Least Integrated Pest Management Policy Update
The Board of Aldermen received an report from Public Works staff regarding updating the IPM policy to better align with current the EPA doctrine which, as a nature of progression, is a continual evolution to align with updated policies and technologies. The IPM policy will be brought back to the Board of Aldermen for final adoption.

Right on Red Restrictions Discussed
The Board of Aldermen received an update from Public Works staff regarding their findings on an investigation to limit “right on red” at certain intersections within the Town.  Staff recommended that no changes be made to current “right on red” laws.
