Board of Aldermen Meeting Summary

The Carrboro Board of Aldermen met on Tuesday, June 13, 2017. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes. Proclamations, Resolutions, Acknowledgements
Mayor Lavelle proclaimed the month of July as “Recreation and Parks Month” in the Town of Carrboro.

The Board of Aldermen received a report from Dave Mabe on the concept of bicycle boulevards in Carrboro.  Staff was asked to continue to work on this item and report back in the fall.

A Request to Authorize the Town Manager to Award a Construction Contract for the Town Commons Renovation Project
The Board of Aldermen approved the resolution authorizing the Town Manager to award a construction contract for Town Commons, if successfully bid.  Under the proposed schedule, construction is slated to begin on November 1 and be completed by March of 2018. 
Consideration of an Affordable Housing Funding Request from Community Home Trust
The Board of Aldermen approved a request for funding from The Community Home Trust (CHT). CHT is requesting a grant of up to $16,000 to offset affordable housing acquisition costs related to past due OWASA bills for the Landings at Winmore property (the past due status was an OWASA billing error). 
Creation of an Affordable Housing Advisory Commission
The Board of Aldermen adopted an ordinance creating the Affordable Housing Advisory Commission.  The Town is now accepting applications. The following seats are available: 5 Carrboro resident seats; 1 resident of the Towns’ ETJ; and 1 member that does not require Town residency but who must possess a special expertise related to affordable housing. The Commission will begin meeting in the fall.  Click here to apply.

Human Services Funding for FY 2017-18
The Board of Aldermen adopted a resolution allocating $300,165.00 in funding for Human Services in the FY 2017-18 budget. The budget is scheduled for adoption on June 20, 2017 and may be viewed on the Town’s website. 

Public Hearing on Extension of Town’s Extraterritorial Jurisdiction and Associated Text and Map Amendments
The Board of Aldermen discussed the extension of the Town’s Extraterritorial Jurisdiction (ETJ) boundary to encompass the entirety of five lots zoned WM-3 along NC Highway 54 West and received public comment. The public hearings were continued to June 27, 2017 to allow time for the Orange County Board of Commissioners to consider the extension during their June 20th meeting.

A Presentation of the Draft Economic Sustainability Plan
The Board of Aldermen received an update from Annette Lafferty, the Towns’ Economic and Community Development Director, on the draft Economic Sustainability Plan. They provided comments for consideration and referred the document to the following advisory boards for their review and comment: Planning Board, Environmental Advisory Board, Transportation Advisory Board, Arts Committee, Affordable Housing Commission, Recreation and Parks Commission, Youth Advisory Board,  and Carrboro Business Alliance.
