Bolin Creek Watershed Restoration Team

Staff from the Carrboro Planning Department began meeting with members of the Chapel Hill Engineering Department, the North Carolina Department of Environment and Natural Resources (DENR), and the US Environmental Protection Agency (EPA) in April 2006. Together we have formed the Bolin Creek Watershed Restoration Team (BCWRT) in an effort to restore and enhance the Bolin Creek Watershed.

Section 303(d) of the federal Clean Water Act requires states to maintain a list of impaired waterbodies. In January 2006, DENR issued the most recent draft 303(d) list. Although downstream portions of Bolin Creek from Fordham Boulevard to Little Creek have been on the list in previous cycles, the 2006 list extended the impaired rating upstream to Pathway Drive in Carrboro.

In the spring of 2006, Bolin Creek was selected as one of only seven watersheds in the state to receive focused assistance from DENR and EPA in preparing grant applications and leveraging other resources to remove Bolin from the 303(d) list. The selection was based on Bolin Creek's impairment listing and the existence of restoration planning efforts for the larger Morgan and Little Creek Watersheds, but more importantly, Bolin Creek was chosen because of the tremendous local capacity for progressive environmental initiatives from local governments and grassroots organizations.

BCWRT's long term goal is to improve water quality in such a manner that all segments of Bolin Creek and its tributaries will be able to support their designated uses and stay off the 303(d) list. This is an ambitious goal that will require a robust commitment for many years to come.

To date, the following successes have been achieved:

  • In 2006, NC Division of Water Quality and EPA's Science and Ecosystem Support Division pledged the assistance of some of its staff.
  • In 2007, the Team received a Clean Water Management Trust Fund stormwater mini-grant. This grant was used to conduct a detailed geomorphic assessment of stream reaches to identify areas of erosion, instability, and other high risk locations.
  • In 2008, the Team received a 319 Grant to pursue restoration projects, planning, and monitoring.

This initiative will be complicated and time-consuming, as most worthwhile endeavors are, and BCWRT looks forward to your ongoing support. If you are interested in learning more about the Team, please contact Randy Dodd, Environmental Planner at rdodd@townofcarrboro.org or 919-918-7326.
