The 203 Project Needs Your Input -- Public Input Sessions:

It's time to plan and design the future home of "The 203 Project'! The Town of Carrboro is looking for your feedback on the planning and design process of "The 203 Project -- which is the future home of the Town’s Recreation and Parks offices, the Orange County Southern Branch Library, the newly relocated ArtsCenter, and much more! We are asking for public feedback and encourage citizens to attend a public input session June 13th 7-9pm at Town Hall, July 23rd at The Century Center, and August 4th at Town Hall from 7pm-9pm. We will focus on experiential aspirations, broad programmatic goals and services. By organizing activities around small group exercises, we hope to promote dialogue and consensus at a small group scale that then reports findings out to the larger workshop group. As we are in the concept-building stage of the project, the focus will be on idea generation. Please join town officials, town staff, and team members from Perkins and Will as we work together toward on desiring the future of Carrboro. Soliciting stakeholder input will be a focus during the first few months of the project. At the same time we are speaking with building tenants about the detailed requirements of their spaces and operations, we will conduct as series of public stakeholder workshops to better understand the community’s aspirations for public spaces associated with the program. 

June 13th Stakeholder Workshop/Input Session will cover:  

  • Project Scope and Process Overview

  • Remembering the Future Experience

  • A Place to Gather: what types of gathering spaces make the most sense?

  • Something New to Do: What new programs would support that?

  • Summary of findings and priorities of parking study

  • Parking: cost/resource weighted options for The 203 project site

  • Parking: amenities to enhance alternative modes of transportation

July 23rd Stakeholder Workshop/Input Session will cover:  Location The Century Center 7-9pm

The agenda for this meeting will be tailored based upon the information gleaned from Workshops 1 & 2.

 Program and Planning Scenario Presentation

 Storytelling through architecture and experience

 Parking + Mobility Strategy Update

Project Progress Updates

Following the public workshops will be a series of public presentations to update stakeholders on

the design process. The design team will work closely with the Project Steering Committee to

schedule these presentations.

Background Information.

In 2016, the Town began actively exploring development of the existing parking lot at 203 S. Greensboro Street in response to a request from Orange County to locate the new Orange County Southern Branch Library there. After completing a study of Town facilities conditions and the need for future space, as well as hearing of other compatible users, interest in building new space for Town and related uses was identified. Architectural Design Services Selection

The Town released a Request for Qualifications (RFQ) for professional architectural/engineering services for the 203 S. Greensboro Project on November 19th (Attachment A). Eight written responses were received by the December 5th deadline.

Consistent with the Development Agreement between the Town and Orange County (linked below), a staff panel was established to review the submittals and identify the top two design teams for consideration by the Board of Aldermen in early February.
