Ray Enoch

After a nationwide search Ray Enoch has been selected to serve as the Deputy Chief/Fire Marshal for the
Town of Carrboro Fire-Rescue Department. The selection process included an application review for
minimum requirements and a phone interview. Four candidates participated in an on-site assessment
process. The on-site assessment was conducted to gauge performance in: emergency operations, code
enforcement/plan review, research and writing, and personnel management. Fourteen evaluators from
regional fire, emergency services, and code enforcement agencies participated. Performance and
feedback was consistent across all assessments with Ray Enoch scoring as our top candidate.
Enoch was born and raised in Burlington, NC and has 18 years’ experience in the fire service. He comes
to Carrboro Fire-Rescue from Mecklenberg County, where he served as the Assistant Fire Marshal and
Lead Educator for the Mecklenberg County Fire Marshal’s Office. Prior to that, he spent 15 years with
Chapel Hill Fire Department with progressive operational experience. He was also a member of the NCTF-
8 Urban Search and Rescue Team. Prior to Chapel Hill Fire, Enoch served with Burlington Fire Department.
Deputy Chief select Enoch holds a Bachelor of Science Degree
in Fire, Arson, and Explosion Investigation with a Minor in Fire
and Safety Engineering from Eastern Kentucky University. He
is a member of the Tau Sigma National Honor Society. He also
holds an AAS in Fire Protection Technology from Guilford
Technical Community College and graduated from Walter M.
Williams High School in Burlington. Enoch holds a plethora of
fire service certifications including Fire Officer, Fire Instructor,
Fire and Life Safety Educator, and Fire Investigator. He is a
member of the NC Fire Marshal’s Association and the NC
Chapter of International Association of Arson Investigators.

2018. He brings a wealth of knowledge and experience to our
team. I’m excited the direction he will take the department
with Community Risk Reduction and the correlation to our
